Quick mask mode to select and delete the background. >Eraser tool to clean up edges.
Magic wand > select background >select > inverse
Brightness/contrast
Filter > palette knife
Google.ca >images > graffitti >copy > paste
Transform >scale > rotate
Filter > glowing edges
Google.ca > images > heart
New layer > paste heart image >brightness/contrast.
>Save.
